What we look at in schools and universities

A classroom's problem is usually people, not weather. Thirty occupants in a sealed room raise temperature, humidity and CO₂ quickly, and rising CO₂ is closely linked to drowsiness and poor concentration. So we look at ventilation and fresh air alongside cooling, rather than treating the room as a box that only needs its temperature lowered.

Occupancy is predictable, which is an advantage worth using. Timetables, term dates and holidays mean plant can be scheduled properly instead of running against an empty building, and controls that follow the timetable — with CO₂ or occupancy sensing for rooms that do not follow it — cut running cost without anyone having to remember to switch things off.

Estate constraints usually decide what is practical. Budgets favour systems that are simple to maintain with in-house or contracted staff, works have to fit into holidays, and noise matters in exam halls and libraries. Halls, labs, IT rooms and offices each behave differently from classrooms and are worth costing separately rather than averaging across the campus.
